Senior Economic Consultant – Small Nations & Island States (SNIS)

[THIS POST WAS REMOVED DUE TO AN ERROR IN THE REQUIREMENT AND SALARY] Professional Experience • Minimum 10 years of progressively responsible experience in economic policy analysis and advisory work. • Substantial field experience in developing countries, with a strong preference for small nations and island states (SNIS) or other small, open, and shock-prone economies. • Proven track record working with or for major international and regional organizations, such as: • UN system (UNDP, UNCTAD, UN regional commissions, etc.) • WTO, IMF, World Bank, regional development banks, and/or other multilateral or bilateral agencies. • Demonstrated experience advising ministries of finance, economy, planning, central banks, and other high-level government institutions on: • National growth and development strategies • Macroeconomic and fiscal policy • Structural and sector reforms (e.g., private sector development, trade, tourism, blue economy, logistics, financial sector). • Evidence of leading or playing a central role in the design and implementation (not only analysis) of national policies, reform programs, or development plans aimed at fostering growth, diversification, and resilience. Technical Expertise • Macroeconomic & Fiscal Analysis • Expertise in assessing growth, inflation, debt, and external balances, especially in small open economies. • Experience with medium-term macro-fiscal frameworks, debt sustainability analysis, and public expenditure and revenue policy. • Growth, Trade & Structural Reforms • Strong understanding of growth diagnostics, competitiveness, and productivity constraints in SNIS. • Experience in business environment reforms, trade policy and facilitation, investment climate, SOE reform, or sector strategies (e.g., tourism, fisheries, blue/green economy). • Ability to link macro-level reforms to micro and sector-level interventions that drive jobs and private investment. • International & Regional Integration • Familiarity with WTO rules, regional trade agreements, and UNCTAD/UN, IMF, World Bank frameworks relevant to small states and developing economies. • Ability to advise on leveraging trade, investment agreements, and international initiatives to support national growth strategies. • Implementation & Delivery • Experience turning policy recommendations into realistic, costed, and sequenced implementation plans with clear milestones, risks, and indicators. • Familiarity with results frameworks, monitoring systems, and coordination mechanisms for reform programs. • Quantitative & Analytical Tools • Strong quantitative skills and hands-on use of software such as Stata, R, EViews, Matlab or Python for applied economic analysis. • Ability to work with imperfect or limited data, typical of SNIS, and still produce robust, policy-relevant analysis. Core Competencies • Strategic Policy Advisory • Demonstrated ability to advise ministers, central bank governors, and senior officials and to shape policy dialogue at the national level. • Strong political economy awareness, with experience tailoring advice to institutional capacity, social realities, and implementation constraints. • Stakeholder Engagement & Consensus Building • Proven ability to work across government, private sector, civil society, and development partners to build consensus on reform priorities. • Experience organizing and facilitating high-level policy dialogues, workshops, and consultations. • Communication & Drafting • Excellent written and oral communication skills in English (additional languages an asset). • Ability to draft concise and impactful policy briefs, cabinet notes, strategy documents, and donor-facing reports for both technical and non-technical audiences. • Capacity Building & Teamwork • Strong commitment to mentoring and strengthening national capacity, including coaching counterparts in ministries and public agencies. • Ability to work effectively in multi-disciplinary and multicultural teams and to coordinate inputs from different experts and institutions. • Values & Professionalism • High standards of integrity, professionalism, and discretion, with a strong commitment to evidence-based, non-partisan advice. • Genuine commitment to inclusive, sustainable, and climate-resilient growth in small nations and island states. Other Requirements • Willingness and ability to undertake occasional missions and in-country assignments, including travel to remote islands and regions. • Flexibility to operate in time-pressured, politically sensitive, and resource-constrained environments. • Readiness to work closely with national counterparts over time to embed reforms, monitor progress, and adjust policies in support of sustained national growth. Education • Advanced degree (Master’s preferred) in Economics, Development Economics, Public Policy, or a closely related field. • Solid academic grounding in macroeconomics, growth and development, and public finance; additional training in trade, structural reform, or climate/resilience economics is an asset.
