Description

Responsible for searching out, understanding and verbally articulating the detailed analysis of requests for proposals/information/questions and other documents from contractor and other entities. Prepares technical and cost proposals.

Collaborates with management, subject matter experts and other staff to develop a high quality, winning proposal. Establishes teams across organization to pursue and win new strategic opportunities. Develops win themes and proposal strategy. Manages solutions meetings and team reviews. Manages and coordinates program oversight among cross-functional teams.

Develops and maintains proposal schedule (including the review and production phases), plans, outlines, assignments, baselines and storyboards. Conducts research and analyzes historical data to support proposal efforts.

Manages staff and provides leadership. Ensures effective tasking/utilization of staff while developing their skills and abilities.

Identifies, evaluates, and qualifies new business opportunities and implements strategies for winning new business and keeping existing business. Establishes relationships with key corporate and internal partners.

Develops compilation of historical corporate data to provide easy access to resources (i.e.: Past Performance) for proposal library and database of information for other proposals as appropriate.

Develops and maintains relationships with strategic companies to leverage overall competencies to win new contracts.

Establishes and executes a repeatable process from capture management to proposal delivery.

Required Work Experience: 5 years successful proposal writing/proposal management and/or marketing experience; 1 of the 5 years must have been in a supervisory or lead role or equivalent military experience in grade E4 or above.

Required Education: Bachelor's

Degree Equivalency: 4 years job related work experience or Associate's and 2 years job related work experience

Required Skills and Abilities: Excellent verbal and written communication skills. Ability to handle difficult negotiations. Strong leadership, analytical, and critical thinking skills. Ability to follow group strategies/goals from concepts to actionable business plans. Ability to take ownership for complete capture management process. Excellent interpersonal skills. Ability to train and mentor others on proposal skills. Ability to develop and deliver successful proposals. Ability to lead and direct others.

Required Software and Other Tools: Strong working skills with MS Office Suite or similar software. Standard office equipment; fax machine, computer, phone, printer, copier, etc.

Work Experience In a Federal Government Program Base Preferred.

Preferred Work Experience: 7 years-successful proposal writing/proposal management and/or marketing experience.

Work Environment: Typical office environment. Some travel required.
